Grants may mean school law changes

OKC Editorial -- Officials in some states have bristled at the idea of legislative changes aimed solely at obtaining federal funds. But that’s hardly a new idea. And whether Oklahoma wins a grant or not, there’s no down side to a meaningful conversation about long-overdue changes to teacher pay, expanding charter schools and improving low-performing schools — even if it takes the hope of millions of dollars in federal grants to get the discussion rolling.
