At issue is State Question 744, one of 11 state questions on the ballot in November. The measure would add a provision to the state constitution that requires the state to spend as much as other states on each student annually. The ballot measure says common education must be funded so that Oklahoma is spending the regional average per pupil for students in kindergarten through 12th grade each year.
