State Senator John Ford -- The concept is simple, but the goal is dramatic — to allow our local schools to determine how best to use the resources they are allocated and develop innovative approaches to education that will ultimately help them achieve even greater results in the classroom.

Under SB 2330, schools would first be required to submit their empowerment plan to their local school board. The plan would include a mission statement, a description of innovations and a list of requirements, either by the district or the state, that they feel need to be waived in order to achieve their goals. The plan also must include an estimate of cost savings or increased efficiencies and show that the majority of administrators and teachers support the plan. Once approved at the district level, the state Department of Education would have to approve the plan.
